What is a Display Energy Certificate? A Display Energy Certificate (DEC) shows the energy performance of a building on a graphical scale from A (very efficient) to G (least efficient). A DEC must be accompanied by an Advisory Report (AR) which outlines how the organisation can reduce their energy consumption. When is it required? A DEC is required if the building is frequently visited by the public, has a total floor area of over 250m² and is occupied by a local authority. Buildings that meet the criteria without an existing DEC or AR can be fined £500 for failure to display a DEC and £1000 for failure to display an AR. A DEC is required if the building has a roof and walls and uses energy to condition the indoor climate such as heating, mechanical ventilation or air conditioning. Why do buildings need a DEC? A DEC can help to improve the energy efficiency of a building by providing a year on year comparable benchmark along with appropriate energy-saving recommendations. How long is DEC valid for? Where the building has a total useful floor area of more than 1000 m², the DEC is valid for 12 months and needs renewing annually. The accompanying advisory report is valid for 7 years. Where the building has a total useful floor area of between 250 m² and 1000 m², both the DEC and AR are valid for 10 years.
